Charm is the new feature in Windows 8 but you can have it on a non-Windows 8 machine now as well, sort of, with Charmsbar, a skin on top of RocketDock, one of amazing Windows 7 dock application.
Here is how:
1) Download and install RocketDock. There is a portable version available as well.
2) Download the Charmbar.
3) Extract the downloaded RAR file using 7Zip.
There are 3 folders in the RAR file in Charmbar package.
Copy “Charmbar Transparent” folder into Skin folder under RocketDock folder
Copy “Icons” folder into RocketDock folder.
Replacing the Settings.ini file in RocketDock folder with the one in RocketSettings folder in the Charmbar package.
The RocketDock folder is located in
%programfiles%\rocketdock%programfiles(x86)%\rocketdock on 64-bit of Windows.
4) Launch RocketDock.
